PARK HOME OWNERS ASSN WA INC (PHOA WA) is the only incorporated body looking after the interests of all permanent (long-stay) residents in WA residential parks and villages. Residential Parks at all economic levels are the backbone of the retiree housing sector. It is known that many residential parks provide beautiful homes and community facilities. Less well known is that in some Caravan parks, homes are now valued at over $250,000. Still, homeowners in these parks have responsibly opted for 'more affordable housing'. They invested life savings and feel the continuing lack of recognition and lack of security of tenure for many has been unjust. This was why PHOA WA was formed.
Some 'retirement' villages were not set up to comply with The Retirement Villages Act 1992. Nor are park/village homeowners protected by the Residential Tenancies Act. These 'manufactured home villages' (often with 'Leisure' or 'Lifestyle' in their names), along with residential caravan parks, are protected by the Residential Parks (Long-Stay) Tenancies Act ("The Parks Act"), written after lobbying by PHOA WA. The Parks Act was passed in 2006 and amended in 2022. Because residents own their homes but not the land on which they stand there's been ambiguity around their rights. Like similar bodies in every state and overseas, PHOA WA exists to seek fair outcomes and protections for residents and operators alike. We provide support and advocacy for all residents in manufactured home parks and caravan parks not under other legislative protection.
